Questioning emerging humanitarian actors: role adaptation of Brazil and Türkiye in the changing international development landscape

Abstract

This article focuses on the changing activism of Brazil and Türkiye in humanitarian foreign policy. By combining Adaptation Theory and Role Theory, the study scrutinises the humanitarian actorness of both states, posited to have emerged predominantly after the 2000s. Although there are changes in the policies of both states, the article states that both Brazil and Türkiye went beyond ‘role adaptation’ and experienced ‘role learning’. To adapt their roles, the article argues that the two countries embraced three-layered pathways: (a) humanitarian aid, (b) humanitarian crisis mediation, and (c) other humanitarian initiatives. Nevertheless, an assessment of the recent policies of both countries indicates that they have yet to reach the stage of ‘role transformation’ although such a change remains within their potential.
