Abstract

The delimitation of the Exclusive Economic Zone (EEZ) of the Eastern Mediterranean countries has dominated both regional and bilateral relations in the last decade. Greek Turkish relations are not free from the rising tension about the EEZ and it has been a part of the security agenda of the countries. The rising importance of seas and maritime activities are recognized more in Turkey in the same period of time and it prepared the ground for the rising importance of the marine security concept in political discourse. In this study, it is argued that Greek Turkish studies have a limiting or framing impact on the evolving concept of maritime security.  That argued impact has been evaluated by evaluating the evolution of the concept of marine security literature in Turkey and the world.  

Son on seneye damgasını vuran Doğu Akdeniz’deki Münhasır Ekonomik Bölge (MEB) sınırlandırma çabaları ve bölgesel uluslararası işbirliği çabalarının mevcut Türk Yunan ilişkileri sorunlarına eklenmesi Türkiye’nin güvenlik tanımlarını derinden etkilemektedir. Denizlerin ve denizciliğin artan önemi, Türk makamları tarafından kabul edilirken, mesele, Türkiye’nin güvenliği ile yakından ilişkilendirilmektedir. Bu çalışma ile Türk Yunan ilişkilerinin, Türkiye’nin deniz güvenliği kavramını sınırlayan ve belirleyen bir etkisi olduğu iddia edilmektedir. Bahsi geçen etki, uluslararası ilişkiler literatüründe güvenlik ve deniz güvenliği kavramlarının gelişimi ile Türkiye’deki deniz güvenliği kavramının gelişimi kıyaslanarak açıklanmaya çalışılmıştır.
