Fast and unhealthy urbanization is creating problems in adapting to city life for individuals. Besides, physical deep-rooted changes agitate existing structure of relations and this situation makes individuals act against laws and norms of in city life. This establishes a ground for individual to act unlawfully which make him/her the source of unrest for the city. Especially, in municipalities, with the high density of the population, occurrence of an anonymous environment that is difficult to control is the reason for increased crime rate. In municipalities, besides the appearance of new crime types and the increased frequency of crimes, it has been a necessity to have security campaigns against crime have been determined in accordance with the new strategies of Information age. In this paper, under the context of surveillance which comes from French, meaning “observe” or protect and in Turkish meaning “peep”, MOBESE system which is a city security application is analyzed. The perceptions of people about MOBESE Project are surveyed and results are evaluated.
