The relations between Turkiye and Azerbaijan, which continue to gain momentum today, have a historical basis and these relations have manifested themselves in many areas, especially in the social sphere, military sphere, economy and education. In almost all the social, political and cultural ties that developed between these two states from 1900 to 1920, the influence of Huseynzade Ali Turan is noticeable. Known in the Ottoman environment as one of the first Azerbaijani Turkish intellectuals, Huseynzade Ali Turan contributed to the acquaintance of Ottoman intellectuals to Azerbaijan through media organs he managed in Baku. Since the beginning of the 20th century, Russia began to lose its former power, especially after its defeat by Japan in 1905 a more liberal environment was created in the countries it oppressed. In fact, this situation has turned into a convenient opportunity for the Turkish people, who have had difficulties in receiving education in their native language for a long time. Thus, Caucasian Turks started to eliminate the deficiencies with the help of the Neşr-i Maarif Society, which they founded in 1906. The founding president of the society, Haji Zeynelabidin Tagiyev, looked for experienced teachers in the Ottoman Empire who could eliminate these deficiencies, and invited Muallim Cevdet from Istanbul to Baku for this purpose. Thus, in October 1907 Muallim Cevdet went to Baku and worked as the director of the newly opened pedagogical school called “Dârülmuallimîn-i İslâm” for 13 months. Muallim Cevdet, who returned to Istanbul after 13 months of activity, was replaced by Huseynzade Ali. Twenty days after returning to Istanbul, on December 20, 1908, Muallim Cevdet sent a letter to Baku addressed to Ali Huseynzade. In this article, we provide data on the period based on Muallim Cevdet letter, also mention the activities of Muallim Cevdet, who made significant contributions to Turkish education in Baku. It has been determined that Muallim Cevdet not only contributed to the development of Azerbaijan’s educational life, but also served to strengthen the relationship between Turkish-Azerbaijani intellectuals.
