The overarching research question of this project is to holistically assess the theoretical and empirical interconnectedness between development and foreign policy of Korea compared to three other Asian rising powers in the G20 namely Japan, Indonesia and China since the Washington consensus (WC) era. With its focus on the Korean model of developmental state, the main objective of this project is to show in a comparative manner how compared to the 3 other Asian emerging powers, Korea uses foreign policy tools to promote development. Drawing from their development trajectories and the various interviews conducted with a variety of stakeholders, as a first step the project will categorize in a comparative manner Korea and the 3 other sample states as developmental, post-developmental, or hybrid during the three periods examined (the WC (1980-2000), post WC (2000-2008) and mix/hybrid (2008-onwards) eras).
The second step will be to rank comparatively Korea with the 3 G20 Asian rising powers in terms of their developmental level under the above mentioned three consecutive periods. Additionally, in comparison with China, Indonesia and Japan, Korea will be assessed in terms of each country’s average global development performance by using the WB data sets and SDGs Index. As a third step, this project will attempt to determine the similarities and differences between the development-foreign policy nexus (DFN) of Korea and the 3 other sample countries under four interconnected layers(economics, diplomacy, security, and society) during the WC, post-WC, and the mix/hybrid eras with a specific focus on their goals, instruments, and impacts.
As a fourth step, it will make a comparative assessment of the level of DFN of Korea and the three other sample countries by ranking them into three main categories: 1) high DFN, 2) medium DFN, and 3) low DFN. As a fifth step, the assessment of whether the sample states’ foreign policy actions of Korea and the three other countries allow them to reach their selected development targets will help us to understand the level of their developmental foreign policy implementation.
