Özet:şsizlik bir toplumun gelişmişlik düzeyi hangi seviyede olursa olsun ekonomik, sosyal ve kültürel etkileri olduğu için, en önemli sorunudur. Ülkeler günümüzde olduğu gibi geçmiş yıllarda da işsizlik sorununu çözmek için çeşitli politikalar geliştirmişleridir. Bu politikalardan birisi olan kamu istihdam kurumlarının faaliyete geçirilmesi olmuştur. Batıda kamu istihdam kurumlarının kurulması 21. Yüzyıl'ın başlarına denk gelmektedir. Ülkemizde ise 1946 yılında faaliyetlere başlayan İş ve İşçi Bulma Kurumu (İİBK) kamu istihdam kurumu olarak faaliyetlerine başlamıştır. Bu çalışmada, çalışma hayatı ile ilgili genel bilgiler verildikten sonra, İş ve İşçi Bulma Kurumu'nun kurulmadan önceki dönemlerde, kurulmasına doğrudan ve dolaylı olarak etki eden çeşitli kanuni düzenlemeler ve tasarılar ele alınmıştır. Daha sonra batı ülkelerinde ve ülkemizde kamu istihdam kurumları hakkında bilgilere yer verilerek, İş ve İşçi Bulma Kurumu'nun kuruluşu, istihdam metotları ve faaliyetleri ile ilgili bilgelere yer verilmiştir. Son olarak İş ve İşçi Bulma Kurumu'nun işsizliğe ve istihdama olan etkisi değerlendirilmiştir. -------------------- Unemployment is the most important problem for a society to be economic, social and cultural regardless of its level of development. Countries have developed various policies in order to solve the unemployment problem in the past as in today. One of these policies was the activation of public employment institutions. The establishment of public employment institutions in the West corresponds to the beginning of the 21st century. As for our country, the Institution of Providing Jobs and Employees which was put into operation in 1946 has started its activities as a public employment agency. In this study, after giving general information about working life, various legal regulations and projects which were directly and indirectly affecting the establishment of the institution were invastigated in the periods before the establishment of the Institution of Providing Jobs and Employees (İİBK). After that, by providing information about public employment in western countries and our country, information about the Institution of Providing Jobs and Employees, its employment methods and activities. Finally, the impact of the institution on unemployment and employment was evaluated.
