BASKI VE ÇIKAR GRUPLARININ EKONOMİ POLİTİĞİ: TÜRKİYE’DE SERMAYE GRUPLARI İLE DEVLET ARASINDAKİ İLİŞKİLERİN EKONOMİK ANALİZİ Bu çalışmada; Türkiye’de ekonomik amaçlı baskı ve çıkar gruplarından, sermaye gruplarının devlet ile olan ilişkileri ve makro ekonomik etkileri analiz edilmiştir. Türkiye’de 1980 sonrası dönemde uygulanmaya başlanan liberal iktisat politikaları, sermayenin güçlenmesine bağlı olarak sermaye gruplarının sayısının artmasına neden olmuştur. Ulusal, bölgesel, sektörel veya mesleki kriterlere göre kurulan ve sermaye grubu olarak kabul edilen işadamı derneklerinin büyük bir çoğunluğu kendi çıkarlarına yönelik faaliyet göstermektedirler. Bu faaliyetlerin ekonomi üzerindeki etkisi konusunda ise literatürde farklı yaklaşımlar mevcuttur. Bu çalışma sermaye gruplarının ekonomi üzerindeki etkisini vektör otoregresif bir model ile test etmektedir. Ampirik analizden elde edilen bulgular; grupların sayısı ve rant kollamaya yönelik faaliyetleri ile ekonomik büyüme arasında ters yönlü bir ilişki olduğunu göstermektedir. Diğer bir ifadeyle sermaye grupları büyüme üzerinde olumsuz bir etkiye sahiptir. Bulgular literatürde konuyu makro ekonomik açıdan analiz eden Mancur Olson’ un görüşleri ile örtüşmektedir. ABSTRACT In this study, the capital groups that are economic pressure and interest groups in Turkey, and their relationship between the state and the macro economic effects are analysed. The liberal economy policy implemented in the post -1980 period in Turkey, caused an increase in the number of the capital groups depending on the capital growth. The businessman associations that are founded in terms of national, regional, sectoral or vocational criteria and accepted as capital groups display activity for self-interest. There are various approaches in the literature for the effect of these activities on economy. The study tests the effect of capital groups on economy with vector otoreggressive (VAR) model. The ampirical evidence indicates that there is a negative relationship between the number of groups, rent-seeking activities and economic growth. In other words, capital groups have a negative effect on economic growth. The evidence correspond to Mancur Olson hypothesis that analyses the subject from a macro economic point of view in the literature.
