Özet:Küçük ve Orta Büyüklükteki İşletmeler tüm dünya ülkelerinde üretimin geliştirilmesi, istihdam, büyüme ve ekonomik kalkınmaya çok önemli katkıda bulunmakta olup, adeta ekonomilerinin belkemiğini oluşturmaktadır. Ülkelerin sanayileşmesi ve sanayilerinin de gelişmesi için KOBİ’lerin önemi her geçen gün daha da artmaktadır. Bu yüzden bütün ülkeler KOBİ’lerini desteklemeye yönelik önlemler almaktadırlar. Her ne kadar kamu kurum ve özel sektör kuruluşları ile sivil toplum örgütlerinin destek ve hizmetleri ile KOBİ’ler desteklenmekte ise de, KOBİ’lerin geliştirilmesi ve desteklenmesine yönelik yapılandırmaların neredeyse tamamı kamu kesimi tarafından yapılmaktadır. Ülkeler, özellikle kamu kurum ve kuruluşlarının teşvik ve destekleriyle ülkelerinin kalkınması için KOBİ’lere büyük destek sağlamaktadırlar. Ülkemizde ve AB’de KOBİ’lere verilen destek ve politikaları incelemek üzere hazırlanan bu tez dört bölümden oluşmaktadır. İlk bölümde; KOBİ kavramının anlamı ve kısaca açıklanması ile bu konudaki çeşitli görüşlere yer verilmiştir. İkinci bölümde; Avrupa Birliği, gelişmiş ülkeler ve bazı uluslar arası kuruluşlar ile ülkemizdeki KOBİ tanımları verilmiş, KOBİ’lerin özellikleri ve Türkiye’de KOBİ’lerin tarihsel gelişimi anlatılmıştır. Türkiye’de KOBİ’lerin desteklenmesiyle ilgili olan üçüncü bölümde; Türkiye’de KOBİ politikaları ile Türkiye’deki KOBİ destek uygulamaları kısmında, kısaca kamu kurum ve kuruluşlarının destekleri, özel/özerk kuruluşların destekleri ve KOBİ’lere yönelik finansal destekler anlatılmıştır. Bu bölümde; Kamu kurum ve kuruluşlarının desteklerinde KOBİ’lerin gelişimi ve desteklenmesinde hayati öneme haiz olan KOSGEB üzerinde ayrıntılı olarak durulmuştur. Avrupa Birliği’nde (AB) KOBİ desteklerinin yer aldığı dördüncü bölümde ise, AB KOBİ destek politikaları ile AB’de KOBİ destek mekanizmaları ve üye ülkelerde KOBİ destekleri anlatılmış, Türkiye’deki KOBİ politikaları ile farklarıise beşinci bölümde ortaya koyulmuş, sonuç bölümünde mevcut durum ve çeşitli sorunlar toparlanmış ve çözümle ilgili öneriler getirilmiştir. ABSTRACT Small and Medium Sized Enterprises in all world counties have a great contribution to the development of the production, employment and growth. They are almost the backbone of the country economies. For the industrialization and industrial development of countries, the importance of SME's is increasing day after day. Therefore, all countries are taking actions to support SME's. Athough SME’S are supported by the private sector organizations and civil society organizations beside the public agencies, almost all configurations are done by the public sector for the development of SME’s. Countries, provide great support to SME's for the improvement of their economies, especially via the support of public agencies and organizations. This thesis, which is prepared to examine the given support and formed policies for Turkish and European Union SME's, consists of four sections. The first section includes; the meaning of the SME consept, a brief explanation and various views on this subject. In the second section, the definition of SME in the European Union, in developed countries in some international organizations and in our country is given. Furthermore, features of SME's and the historical developent of SME's in Turkey is explained. In the third section, which descibes given supports for SME's in Turkey; in the part of SME policies in Turkey and SME support implementations in Turkey, the support of the public agencies and organizations, private/autonomous organizations and SME oriented financial supports is explained. In this section, KOSGEB, which has a vital importance on support and improvment of SME's is examined in detail. In the fourth section, the support given by the European Union to SME's is described; SME support policies and SME support mechanisms in the European Union and SME supports given by member countries are described. In fifth section, the differences of these supports with Turkey's SME policies from Europian Unian SME policies are introduced. Finally in the conclusion section, the current situation in Turkey is described, various problems of this situation is gathered and suggestions for a solution are given.
