27 Mayıs İhtilali'nde Milli Birlik Komitesi ve 14'ler olayı

Özet:

Bu çalışmada Osmanlı Devleti Dönemi’nden başlanarak ordunun tarihi süreç içerisindeki değişimi ve 27 Mayıs İhtilali’ni hazırlayan ve yürüten Milli Birlik Komitesi’nin faaliyetleri ve 14’ler Olayı işlenmiştir. Türk Tarihinin çeşitli dönemlerinde ordu ile iktidar arasında sorunlar yaşanmıştır. Bu sorunlar darbe yapma girişimine kadar gitmiştir. Osmanlı Devleti Dönemi’nde de bu duruma sıkça rastlanmıştır. Bazı padişahlar tehditlerle tahtı bırakmak zorunda kalmıştır. İçlerinden bir kısmı da askerler tarafından öldürülmüştür. Yeni kurulan Türkiye Cumhuriyeti Devleti’nde ise ordu ile ilişkiler Atatürk vefat edinceye kadar iyi düzeyde tutulmaya özen gösterilmiştir. Atatürk, özellikle orduyu devlet işlerinden uzak tutma politikası izlemişti. Atatürk vefat ettikten sonra Milli Şef diye anılan İsmet İnönü Dönemi’nde ise ordu ile ilişkiler ilk zamanlarda normal seyretmiştir. II. Dünya Savaşı’nın getirdiği zorluklar ise ilişkileri etkilemiştir. 1950 seçimleriyle iktidar olan Demokrat Parti (DP) ordu tarafından umutla karşılanmış ve desteklenmişti. DP, iktidar olduktan bir süre sonra ordu içerisinde iktidarın yapmış olduğu politikaların demokrasi ile bağdaşmadığını düşünenler ortaya çıkmıştır. Ordu tarafından 27 Mayıs 1960 günü ihtilal yapılarak yönetime el konmuştur. İhtilali yapan ordu içerisinden seçilen komutan ve subaylardan oluşan Milli Birlik Komitesi (MBK) kurulmuştur. MBK liderliğini yapan Cemal Gürsel’in, yönetimi yakın zamanda seçimler yaparak sivillere teslim etmek istemesi MBK’yı ikiye bölen bir karar olmuştur. Alparslan Türkeş ve arkadaşlarının yer aldığı 14 üye buna şiddetle karşı çıkmıştır. Bu durum üzerine 13 Kasım 1960 tarihinde 14 üye MBK’dan ihraç edilmiş ve yurtdışında vazifeye gönderilerek tasfiyeleri yapılmıştır. Tasfiyeler 14’ler Olayı diye anılmıştır. -------------------- In this study, the historical process of the changes in military starting from Ottoman State and National Unity Committee’s actions that’s led to 1960 Turkish Coup and the event of 14s was discussed. In Turkish history, the first examples of the problems with the army which has led to a coup attempts was seen in Ottoman Empire. Some of the rulers had to leave the throne with threats, and some of them were killed by soldiers in the army without any mercy and the administration was handed over to the army. As with the newly established Republic of Turkey, military relations has been kept on a good level until Ataturk passed away. Ataturk paid special attention to follow a policy of keeping the army away from government affairs. Thus, he tried to not come in to collusion with the army. In the Ismet Inonu Period, who was called as the National Chef after the death of Ataturk, the relations with the army followed a normal period, and later some soldiers in the army started to think that the government was being neglected and victimized. The Democratic Party, which was elected in 1950, was welcomed and supported by the military. Some time after the Democratic Party was elected, some soldiers in the army thought that the policies made by the government were incompatible with the principles and revolutions of Ataturk and democracy and organized a coup and the administration was taken over by the army on 27 May 1960. A National Unity Committee, consisting of commanders and officers chosen from the army, was established and ruled the government. Cemal Gürsel, who was the leader of the National Unity Committee, wanted to hand over the administration to the civilians in the near future and this decision started a conflict in the committee. Alparslan Turkes and his friends, a total of fourteen members of the committee, strongly opposed to this decision. Then, Cemal Gursel and the other members of the National Unity Committee dismissed these 14 members and sent them overseas for a mission on November 13, 1960. These purges has been called as the event of 14s.
