Özet:Bu Belediyeler, yerel hizmetlerin yerelde görülmesi ilkesinin, en önemli ve en aktif birimleri durumundadırlar. Hızla gelişen günümüz dünyasında, ülke özelinde, kent ve kentleşme en önemli yapı taşı olarak göze çarpmaktadır. Kent ve kentleşmenin dünya genelinde bu denli önem kazanması, belediyelerin ülke içindeki yerini oldukça güçlendirmektedir. Buna karşılık, şehirlerde yaşayan insan nüfusunun hızla yükselmesi ve bu nüfus artışına paralel olarak ta, insan ihtiyaçlarının çeşitlenerek artması, belediye hizmetlerinin de çeşitlenmesini beraberinde getirmiştir. Belediyelerin hizmetlerinde meydana gelen çeşitlenerek artma, belediyelerin hizmet yükünü oldukça arttırmıştır. Bunun akabinde, artan hizmet yükünün vermiş olduğu sıkıntı, belediyeleri değişik yöntem arayışına itmiştir. Bu çalışma değişik yöntem arayışları çerçevesinde, İstanbul Büyükşehir Belediyesinin İktisadi Teşebbüsleri üzerine yapılandırılmıştır Çalışmamızın genelinde, İstanbul Büyükşehir Belediyesinin değişik yöntem arayışları neticesinde ortaya çıkan, Belediye İktisadi Teşebbüsleri konu edilmektedir. Bu bağlamda İstanbul Büyükşehir Belediyesinin İktisadi Teşebbüslerinin 2002 ve 2003 yılı genel durumlarına değinilmiş ve bu iktisadi teşebbüslerden İstaç A.Ş.' nin 1999-2003 yılları aralığındaki temel mali tabloları irdelenmiştir. Mevcut iktisadi teşebbüslerden çoğunun faaliyet gösterdikleri sektörde önemli bir yere sahip oldukları görülmüştür. These municipalities are the most important and active units of the principle, 'local service should be given in the local places'. In the rapidly developing world, city and urbanization stand out as the most important building stones in the state's private area. As city and urbanization gain so much importance in the world, the place of the municipalities in the countries is fairly strengthened. In response to this, the rapid increase of the population living in the cities and parallel to this the increase and the variation of the human needs has brought the variation of the municipality services. The increase and variation of the municipality services have increased the burden of the municipality service. And after this, the distress caused by the increase of the service burden has pushed the municipalities to find different methods. This study has been made on the Istanbul Metropolitan Municipality Economic Enterprises under the search of different methods. In general, our study deals with the Municipality Economic Enterprises that has been set up in consequence of the Istanbul Metropolitan Municipality's search for new methods. In this context the general status of the Istanbul Metropolitan Municipality Economic Enterprises in the years 2002 and 2003 has been touched upon and the basic financial reports of one of these economic enterprises, İstaç A.Ş. between the years 1999-2003 has been analyzed. It has been seen that most of the present economic enterprises have an important place in their business areas.
