Özet:

ÖZET Mühimme defterleri, Osmanlı’nın en üst karar mercii olan Dîvân-ı Hümâyûn’dan çıkan kararların tutulduğu defterlerdir. Bu defterler, o dönemin siyasi, askeri, iktisadi ve sosyal olaylarına ışık tutan belgelerdir. Tez konumuz 110 sayfadan oluşan 103 Numaralı Rikâb Mühimme Defteri’dir. Bu defter, Hicri 1103-1107, Miladi 1692-1695 yılları arasında yapılan dîvân toplantılarından İstanbul ve taşraya gönderilen hükümleri kapsar. Bu çalışma, söz konusu Mühimme defterinin şekil ve mıuhteva açısından değerlendirmesini ve son olarak da hükümlerin özet ve transkripsiyonu içerir. 103 numaralı Mühimme defterinde yer alan hükümlerde Osmanlı Devleti’nin harici ve dâhili birçok meselesine değinildiği görülmektedir. 1683 II. Viyana Kuşatması’nda alınan ağır yenilgiden sonra Osmanlı Devleti’nin Avusturya, Lehistan, Venedik ve Rusya’yla yaptığı savaşlar, devletin bu savaşlarda asker temini ve tedariki ile ilgili aldığı kararlar bu hükümler arasında yer alır. Ancak, incelenen Mühimme defteri Rikâb mühimmesi olduğu için bazı istisnalar dışında ordu ve donanmanın asker sayısı, ihtiyacı, hangi bölgeye ne miktar asker gönderildiği ve askeri malzemelerin niteliği hakkında ayrıntılı bilgi verilmemektedir. Söz konusu hükümler o döneme ait Sefer mühimmelerinde yer almaktadır. 103 numaralı Mühimme defterinde askeri konular dışında suçlar ve bunlara verilen cezalar, muhtelif vergiler, ticari ve iktisadi hayat, İstanbul ve taşranın zahire, yiyecek, odun gibi ihtiyaç duydukları maddeler, sarayın ihtiyaçları, ulaştırma ve menzillerle ilgili bilgiler yer almaktadır. Anahtar Kelimeler: Mühimme, Ahkam, Defter, Divan, Divan-ı hümayun  ÖZET -------------------- ABSTRACT Muhimme Registers are the records that include the decisions made in Divan-ı Humayun (Imperial Council), which was the upmost judicial authority of the Ottoman Empire. They have the characteristics of a document that sheds light on political, military, economical and social events of the period. The subject of this research is the Rikab Muhimme Register Number 103, comprising of 110 pages. This register includes the decisions sent to Istanbul and the provinces from Imperial Council meetings between the years of h.c. 1103-1107, c.e. 1692-1695. This research contains the classification of the content according to the subjects besides the evaluation of the muhimme register in terms of form and content. In the text section, transcriptions of the verdicts and the abstract part take place. Finally, in the last section of the research, an index part has been added for the benefit of researchers. It is seen from the verdicts in muhimme register number 103 that the Ottoman Empire touched on many issues both at home and abroad. The wars between the Ottoman Empire and Austria, Poland, Venezia and Russia after the debacle in the Siege of Vienna II in 1683, and the decisions made by Ottoman Empire in these wars on the issues of soldier supply and recruitment stand in the register. However, as this register is a muhimme of rikab, it does not give detailed information about the number and the need of soldier of the army and the armada, how many soldiers were sent to which zone and the number of materiels. The respective verdicts take place in the muhimmes of excursion in that period. Apart from the military issues, there are the informations about crimes and the punishments given to these crimes, various taxes, trade and economical life, necessaries of Istanbul and the provinces like cereal, food and wood, necessaries of the palace, transportation and range in the Muhimme register number 103.
