Özet:

Kapitalizmde devlet–sermaye ilişkileri kapitalizmin krizlerine koşut olarak sermaye lehine bir işleyişe sahiptir. 1929 krizinde, krizin nedeni arz-talep dengesizliği olarak açıklanmış ve sermaye krizden çıkış için devletin girişimci olarak piyasaya müdahale etmesini, maliyet gerektiren alt yapı, enerji, ulaşım gibi yatırımları üstlenmesini, istihdam alanları yaratarak talebi artırıcı politikaları hayata geçirmesini istemiştir. Devlet, kamu iktisadi teşebbüsleri aracılığıyla yatırımlar gerçekleştirmiş ve özel sektörün sermaye birikim süreçlerini kolaylaştırmış ve yoğunlaştırmıştır. 1970’lerde kapitalizmin yeni krizinde –ki bu krizler yapısaldır- krizin nedeni sermayenin aşırı değerlenmesi ve kar oranlarındaki düşüş olarak açıklanmıştır. Sermaye çevreleri bu krizin nedeni olarak Keynezyen iktisat politikası ve Fordist birikim rejimini göstermiştir. Onlara göre bu krizden çıkış için izlenen ithal ikameci sanayileşme ve içe dönük birikim rejimi terkedilmeli; uluslararası sermaye hareketlerinin önünü açacak yapısal düzenlenmelere gidilmeli ve devlet girişimcilik rolünden sıyrılarak düzenleyici olmalıdır. 1980’den sonra izlenen neoliberal politikaların üç ayağı vardır. Liberalizasyon, deregülasyon ve özelleştirme’dir. 1980’den sonra neoliberal politikalar Türkiye’de 24 Ocak kararlarıyla hayata geçirilmeye başlanmıştır. 24 Ocak kararlarının önemli hedeflerinden biri KİT’lerin özelleştirilmeler yoluyla sermaye kesimine devredilmesidir. Bu çalışmada 1980’lerde başlayan neoliberal dönüşüme bağlı olarak kamu iktisadi teşebbüslerinin özelleştirilmesinin işçilerin yaşamlarında yarattığı etkiler, özelleştirmelerin emeğe yansıması TEKEL örneği üzerinden ele alınarak açıklanmaya çalışılmıştır. Özelleştirmenin KİT’lerde uzun yıllar güvenceli, sendikalı çalışan ve belirli bir çalışma standardında sahip olan işçilere, hayatlarına ve çalışma yaşamlarına nasıl yansıdığı incelenmiştir -------------------- In capitalism, state-capital relations function in favour of capital in parallel with the crises of capitalism. In the 1929 economic crisis, the imbalance (dis-equilibrium) between (aggregate) supply and demand was regarded as the cause of the crisis and in order to overcome the crisis, they (capitalist class) preferred the state to intervene in the market as an entrepreneur, to undertake costly investments such as infrastructure, energy, transportation and to conduct aggregate demand boosting policies by creating new employment opportunities. The state has made investments through state-owned enterprises and facilitated and intensified the capital accumulation processes of the private sector. In the new crisis of capitalism in the 1970s - these crises are structural - the cause of the crisis was explained by the overvaluation of capital and the decline in profit rates. Capitalists and their allies have cited Keynesian economic policy and Fordist accumulation regime as the cause of this crisis. According to them, import substitution industrialization and inward accumulation regime should be abandoned; structural arrangements should be made to pave the way for international capital movements and the state should be only regulating, by relinquishing the role of entrepreneurship. There are three pillars of neoliberal policies followed 1980. Liberalisation, de-regulation and privatisation. After 1980, the neoliberal policies began to be implemented through January 24 decisions in Turkey. One of the key objectives of the 24 January decisions was to transfer the public economic enterprises to the capitalist class through privatization. In this study, due to the neoliberal transformation started in the 1980s, the impacts of the privatization of public economic enterprises on the workers’ lives, the effects of the privatizations on the types employment and to what extend it effected the productivity of labour are tried to be explained through the case of TEKEL. How the privatization of the public economic enterprises was reflected on the workers’ life who has worked long-term, as being unionized and having a well working standard.
