Özet:Anahtar Kelimeler : Limanların Özelleştirilmesi, Türkiye’de Liman Dünya ticaretinde deniz taşımacılığının payı %90’ın üzerindedir. Deniz ticaretinin kilit noktaları da limanlardır. Deniz ticaretinde önemli yeri olan limanlar, bulundukları yerde alt ve üst yapı tesislerini en iyi şekilde kullanıp, teknolojiden faydalanarak müşterilerine kaliteli hizmet vermek zorundadır. Kamu limanlarının, bu hizmetleri istenilen düzeyde yerine getirememesi, kamu liman işletmeciliğindeki bürokratik engeller, istihdam sorunları ve birtakım eksiklikler limanların özelleştirme kavramını düşündürmüştür. Bu çalışmanın amacı; limanların ülke ekonomisindeki önemini kavrayarak, bunların özelleşmesi ile ne gibi değişikliklerin yaşandığını anlayıp, Türkiye’de limanların özelleşmesinin doğurduğu sonuçları değerlendirmektir. Son olarak da limanlar için devletin ve özel sektörün yapması gereken birtakım çalışmalar önerilmiştir. Bu çalışmada; dört ana bölümden bahsedilmiştir. Birinci bölümde Kamu İktisadi Teşebbüsleri ve Özelleştirme anlatılmıştır. İkinci bölümde limanlar ve deniz taşımacılığından bahsedilmiştir. Üçüncü bölümde ise liman özelleştirmesinin neden ve çeşitlerine yer verilmiştir. Son olarak da Türkiye’deki limanların özelleşmesi, özelleşme öncesi ve sonrası rakamlar değerlendirilmiştir. Keywords : Port Privazation, Ports in Turkey ABSTRACT The maritime transportation percentage in world trade is above than %90. The key points of the shipping trade are the ports. The ports which have significant position in shipping trade should have provide customers with quality service making the most of technological opportunities by using the infrastructure of the where about efficiently. The services which are not fulfiled adequately by the public ports, the bureaucratic obstacles in public port management, the employment problems and some other reasons make people to think about the privatization of the ports. The aim of this study is; the comprehend the importance of the ports in national economy, to understand the changes happens when privatization and to evaluate the results of the privatization of the ports. Eventually we offered some studies for the ports which both the state and the private sector should have do. This study has four main parts. In the first part, public economic enterprises and privatization is explained. In the second part, ports and shipping is explained. In the third part the reasons and the types of the privatization of the ports explained. Lastly the privatization of the ports in Turkey and the statistics before and after the privatization is evaluated.
