Özet:

GELİŞMEKTE OLAN ÜLKELERDE DİJİTAL EKONOMİ: TÜRKİYE ÖRNEĞİ Bu çalışmanın amacı “Yeni Dijital Ekonomi” olarak nitelendirilen tekno-ekonomik dönüşümün sermayenin birikim mantığıyla olan ilişkisini sorgulamak ve bunun gelişmiş ülkeler ve gelişmekte olan ülkelerle olan ilişkiselliğini ortaya koymaktır. Gelişmekte olan ülkeler gelişmiş ülkelerin başlattığı teknolojik atılımları yakalayıp kapitalist hiyerarşide onların seviyesine çıkmaya çalışırken gelişmiş ülkeler için bu durum daha çok kendi aralarındaki rekabetin bir sonucu olarak ortaya çıkmıştır. Son yıllarda bu minvalde gündemi meşgul eden başlıklardan biri “Endüstri 4.0 Devrimi”dir. Endüstri 4.0 adıyla somutlaşan Yeni dijital ekonomi, bilgi ve iletişim teknolojileri alanında geliştirilmiş teknolojilerin fiziksel sistemlerle olan bileşimi olarak görülmektedir. Bu çalışmada “Dördüncü Sanayi Devrimi” diye adlandırılan sürecin tarihsel ve kavramsal arka planına değinilirken geçmişten günümüze yaşanan teknolojik değişimlerin endüstriyel planda yarattığı dönüşümler Sanayi Devrimi’nden başlanarak sermayenin uluslararasılaşması zemininde karşılaştırmalı olarak incelenecektir. Bu bağlamda sermayenin uluslararasılaşması sürecinde oluşan uluslararası iş bölümüyle beraber gelişmekte olan ülkelerin değişen rollerine vurgu yapılacak ve teknolojinin bu süreçteki rolüne değinilecektir. Çalışmanın bir diğer amacı gelişmekte olan bir ülke olarak Türkiye’nin dijital dönüşümdeki konumunu ve uluslararası iş bölümündeki yerini incelemektir. -------------------- THE DIGITAL ECONOMY IN DEVELOPING COUNTRIES: CASE STUDY OF TURKEY The aim of this study is to question the relation of techno-economic transformation, which is called “New Digital Economy” with the logic of capital's accumulation and to reveal its relationship with developed and developing countries. While developing countries are trying to achieve the technological breakthroughs of the developed countries and to reach their level in the capitalist hierarchy, this situation has emerged as a result of the competition among the developed countries. In recent years, one of the topics that occupy the agenda is the Industry 4.0 Revolution. New Digital Economy, embodied as Industry 4.0, is seen as the combination of technologies developed in the field of information and communication technologies with physical systems. In this study, while explaining the historical and conceptual background of the so-called “Fourth Industrial Revolution” the transformations created by technological changes from past to present will be examined comparatively on the basis of the internationalization of capital starting from the Industrial Revolution. In this context, the changing role of developing countries will be emphasized along with the international division of labor in the internationalization process of capital and the role of technology in this process will be addressed. Another aim of the study is to examine the place of Turkey’s position as a developing country in the digital transformation and the position in the international division of labor.
