Özet:İSTANBUL’DA METROBÜS VE RAYLI SİSTEMİN KARŞILAŞTIRMALI EKONOMİK ANALİZİ Kentsel toplu ulaşımın iki önemli sistemi olan metro ve metrobüs şehir yaşamında hızlı ve ekonomik toplu ulaşım imkanı sunmaktadır. Özellikle trafik akışının günden güne zorlaştığı büyükşehirlerde, bu iki sistem şehrin ulaşım taleplerini karşılayarak hem trafiği rahatlatmış, hem de trafikteki araç sayısını düşürerek temiz ve yaşanabilir çevre oluşmasına katkı sağlamıştır. Yaşanabilir şehirde ulaşım taleplerinin karşılanması hızlı, ekonomik, güvenli ve çevreye duyarlı olması gerekmektedir. Ancak böylelikle şehirler sağlıklı büyüme gösterebilmektedirler. Metro ve metrobüs, büyükşehirlerde ulaşım taleplerini karşılayarak şehrin ekonomik gelişmesine de katkı sağlamaktadır. Şehirde insanları bir arada tutan en önemli unsurlardan biri de ekonomi olmaktadır. Şehrin ekonomisinin gelişmesi için ise ulaşım imkanlarının geliştirilmesi gerekmektedir. Şehirliler hızlı, güvenli, ekonomik ve çevreye duyarlı ulaşım imkanlarına sahip oldukça, şehrin hareketliliği artmakta, böylelikle talep ve üretim oluşmaktadır. Ancak hızlı, güvenli, ekonomik ve çevreye duyarlı kentsel toplu ulaşımı sağlamak için ekonomik yatırım gerekmektedir. Ekonomide ise kaynaklar kıt, ihtiyaçlar ise sınırsızdır. Karar alıcılar sahip oldukları kıt kaynaklarla ihtiyaçları karşılamak durumunda kalmaktadırlar. Bu nedenle kentsel toplu ulaşım ile ilgili verilen kararlarda, kaynakların etkin ve verimli kullanılması için ekonomik analiz yapılması gerekmektedir. Bu çalışmada İstanbul Büyükşehir Belediyesi bağlı kuruluşu olan İETT ve Metro İstanbul A.Ş’nin işlettiği, örneklem hatlara dayandırılarak metro ve metrobüsün yatırım maliyeti, inşaat süreleri, işletme maliyetleri, yatırımların geri dönüş süresi ve emisyon hesaplaması yapılmıştır. Yapılan hesaplamalardan sonra metro ve metrobüs karşılaştırmalı olarak analiz edilmiştir. Anahtar Kelimeler : Kentsel Toplu Ulaşım, Metro, Metrobüs, Raylı Sistem. ABSTRACT COMPARATIVE ECONOMIC ANALYSIS OF BUS RAPID TRANSIT AND RAILWAY SYSTEM IN İSTANBUL The two most important systems of urban public transport, subway and bus rapid transit are at the same time two fast and economical public transportation facilities for the city's life. In a metropolitan area in which traffic intensity keeps growing, these two systems have not just met the transportation demands but have also contributed to a clean and livable environment by reducing the number of vehicles. Meeting transportation demands of livable cities should take into consideration the fact that it has to be fast, economical, safe and environmentally-conscious. Only in this way cities can have a steady and solid growth. By meeting the transportation demands in big cities, subway and bus rapid transit contribute directly to economic development of these cities. Economy is by far the most important element that holds people together in a city. In order to develop a city economically, it has to develop its transport facilities. A fast, safe, economic and environmentally friendly access of citizens to public transport increases the city's mobility, thereby opening the way for demand and production to take place. However ensuring a fast, safe, economic and environmentally public transport requires economic investment. In the economic sphere, the needs are unlimited while the resources are scarce. So the decision-makers face a situation in which they have to meet the requirements with the limited resources at their disposal. Thereby, an economic analysis about the effective and efficient use of resources in the decisions concerned with urban public transport becomes a necessity. Taking IETT and Subway Istanbul Inc. operating mode, both Istanbul's Metropolitan Municipality affiliates, as an example and extending it to subway and bus rapid transit lines, we have calculated the investment costs, construction time, operating costs, return on investment and emission rates. Once the calculation is done, subway and bus rapid transit are analyzed in a comparative mode. Keywords : Bus Rapid Transit, Railway Systems, Subway, Urban Public Transport.
