Özet:

DIŞ TİCARETİN FİNANSMANINDA FAKTORİNG VE TÜRKİYE UYGULAMASININ ANALİZİ Dünya ticaretinde görülen büyük gelişmeler, mal ve hizmetlerin pazarlanmasında, yeni ve güvenilir finansman yöntemlerinin kullanımını zorunlu hale getirmiştir. Büyük ölçekli firmalar finansman konusundaki sorunlarını kolaylıkla çözebilme olanağına sahipken, bu durum reel sektörün önemli bir kesimini oluşturan küçük ve orta ölçekli işletmeler için sorun oluşturabilmektedir. Bu noktada faktoring şirketlerinin devreye girdiği gözlenmiştir. Faktoring’in sadece bir finansman tekniği olmayıp, verdiği ek hizmetler ile satıcı firma konumundaki işletmeler tarafından tercih edilmesindeki en büyük etken, işletmelerin elde etmeyi planladıkları maliyet tasarrufudur. Faktoring için ödenen faiz ve komisyon ile ek hizmetler için verilen bedeller, işletmenin aktivitesine, finansal durumuna, pazar değerlendirmesine, bu işler için harcayacağı zaman ve işgücünün getirdiği maliyetlere sağladığı katkı açısından değerlendirildiğinde faktoring’in işletmeler için iyi bir alternatif finans tekniği olduğu ortaya çıkmaktadır. Bu çalışma ile Dünya’da ve Türkiye’de faktoring uygulamalarının dış ticaretin finansmanında özellikle KOBİ’ler ve kurumsal şirketler tarafından kullanım seviyesinin ne olduğu öğrenilmeye çalışılmış, faktoring’in bir alternatif olarak özellikle yurtiçi işlemlerde, giderek artan işlem hacmi ile de uluslararası işlemlerde kullanılan bir finansman yöntemi olduğu ortaya konulmuştur. Diğer yandan işletmelerin faktoring’i tercih etmelerinde en önemli sebebi oluşturan işlem maliyetleri yaklaşımı çerçevesinde faktoring’in işletmelere sunduğu avantaj ve dezavantajlar tespit edilmiş, ülke ekonomisine katkıları değerlendirilmiştir ABSTRACT FACTORING AT INTERNATIONAL TRADE FINANCING AND THE ANALYSIS OF TURKEY APPLICATION Remarkable developments that are seen in world trade have made necessary the use of new and reliable financing methods in marketing of goods and services. Whereas large companies have the chance to resolve their problems about financing easily; this situation can be a problem for small and medium sized enterprises which constitute an important part of real sector. At this point, it is observed that factoring companies become a part of the issue. The greatest factor for factoring to be preferred by enterprises, which are in vendor position, by means of providing additional services and not just being a financing method is the cost saving that enterprises plan to obtain. When interest and commission paid for factoring and costs paid for additional services are evaluated in terms of their contribution to enterprise activities, enterprise’s financial position, its market assessment and costs of time and labor force that would be devoted to these tasks; it is seen that factoring is a great alternative financing method for enterprises. In this study, it is tried to be find out the level of usage of factoring applications in financing of foreign trade especially by small and medium sized enterprises and by corporate companies in the world and in Turkey; and it is asserted that factoring is a financing method especially used in internal transactions as an alternative and also used in international transactions with its increasing trade volume. On the other hand, it is determined that advantages and disadvantages of factoring for enterprises within the concept of transaction costs approach that constitute the most important factor for enterprises to prefer factoring; and its contributions to national economy are evaluated.
