Özet:

TÜRKİYE’DE KAĞIT ENDÜSTRİSİNİN ÜRETİM VE SATIŞ TAHMİNLEMESİ Bu araştırmada Türkiye kağıt endüstrisinin üretim ve satış rakamlarının tahminlenmesi amaçlanmıştır. Bilindiği gibi Türkiye kağıt sanayi ile ilgili tahminler, Devlet İstatistik Enstitüsü (DİE) ve Devlet Planlama Teşkilatı (DPT) gibi kuruluşlar tarafından da yapılmaktadır. Ancak bu kurumlar, tahminler için sadece nüfus faktörünü dikkate almaktadır. Bu çalışmada Türkiye kağıt sanayi ile ilgili satış ve üretim tahminlemeleri yapılırken birden fazla faktör dikkate alınmıştır. Farklı türde kağıtların üretim ve tüketimini etkileyebilecek değişkenler olarak; imalat sanayindeki işyeri ve işçi sayısı, imalat sanayindeki girdi ve çıktı miktarı, toplam nüfus, okuryazar, öğrenci, kütüphane, kitap ve okuyucu sayıları ile gayri safi milli hasıla (GSMH) dikkate alınmıştır. Araştırma için iki aşamalı çoklu regresyon ve korelasyon yöntemleri kullanılmıştır. Birinci aşamada sekiz farklı kağıt türünün satış ve üretim tahminleri çoklu regresyon modeli ile oluşturulmuş ardından elde edilen sonuçlar ile ikinci bir çoklu regresyon modeli uygulanmış ve sonuçta kağıt sanayinin toplam satış ve toplam üretim rakamları tahmin edilmiştir. Seçilen değişkenler için kullanılan değerler 1981 ile 1994 yılları arasındaki verilerden alınmıştır. Bu yılların seçilmesinin nedeni Türkiye kağıt endüstrisine ait bilgilerin bu zaman aralığında tutarlı oluşudur. Türkiye kağıt endüstrisi bir dönem SEKA ile anılmakta ve bu dönemde kağıt endüstrisi hakkında sağlıklı istatistikler tutulmaktaydı. Ancak SEKA kapatıldıktan ve özel sektöre ait kağıt endüstri işletmeleri yaygınlaşmaya başladıktan sonra Türkiye kağıt sanayi ile ilgili istatistiki veriler çok sağlıklı bir şekilde ulaşılamaz duruma gelmiştir. Araştırmanın sonuçlarının tutarlı ve gerçekçi olması açısından tahminlemede kullanılan değişkenlere ait istatistiki veriler 1981-1994 zaman aralığından alınmıştır. Sonuçta nüfusun yanında diğer faktörlerin de etkili olduğu görülmüş ve bu değişkenler yardımıyla Türkiye kağıt endüstrisinin gelecekteki satış ve üretim tahminlemeleri yapılmıştır. Makroekonomik düzeyde seçilen değişkenlerin bir kısmı ile kağıt satışı ve üretimi arasında oldukça yüksek korelasyonlar saptanması, değişken seçimlerinin isabetli olduğunu göstermektedir. ABSTRACT FORECASTING PRODUCTION AND SALES OF PAPER INDUSTRY IN TURKEY Turkish Statistical Institute (TSI), State Planning Organization (SPO) forecast the paper industry in Turkey, but these institute and organization only use population factor for forecasting. In this study, more than one factor is used for forecasting. The variables, which affect the production and consumption of the different types of papers, are number of companies and workers in production industry, input (cost/raw materials), output (benefit/product), population, number of literates, students, libraries, books, readers, and Gross National Product (GNP). Multiple regression analysis and correlation methods are used in this study. Multiple regression model is used in double phases. In first phase, multiple regression method is used in order to forecast the quantity of eight different types of paper. Then, the result of the first phase is used for second multiple regression method, so the total quantities of the production and sales of the paper industry in Turkey are forecasted. These factors are independent variables which we mentioned above. In conclusion, we decided that the other factors except population are efficient for forecasting, so the estimated quantities of production and sales of the paper industry in Turkey can be calculated by the factors, eleven independent variables. At the end, we observed that these variables are highly correlated with the production and sales of the paper. This is the evidence that the selection of the variables is appropriate for forecasting. The data is taken from the statistics of the years between 1981-1994. These statistics were chosen especially because the data of these years are consistent. The paper industry in Turkey is remembered with SEKA for many years. There are trustworthy statistical data about it in these years. However, after privatization of the SEKA, there are many paper factories and workshops established in Turkey. Consequently, the quality of the data about paper industry was decreased. Therefore, the data is taken from the statistics of the years between 1981-1994, in order to make the results of the study consistent. There is quite high correlation between the variables selected in macro-economical level and paper cosumption, that is the proof of correct selection of variables.
