Özet:Anahtar Kelimeler : Stratejik Planlama, Belediyelerde Stratejik Plan, Büyükşehir İlçe Belediyesi, Çorlu Belediyesi BELEDİYELERDE STRATEJİK PLANLAMA SÜRECİ: ÇORLU BELEDİYESİ STRATEJİK PLANLARI ÜZERİNE KARŞILAŞTIRMALI BİR İNCELEME Son yıllarda bütün dünyada sosyal yapıyı etkileyen ekonomik, toplumsal ve kurumsal değişim ülkemizde ve kamu yönetiminde de yansımasını bulmuştur. Bu çerçevede kamu kaynaklarının daha verimli kullanılması için kamu yönetiminde yeniden yapılandırma çalışmaları başlatılmış ve yapılan yasal düzenlemelerle kamu kurumlarının yönetimi, bütçelemesi ve hizmet sunumu stratejik düşünme, sonuç odaklı ve performansa dayalı olma gibi yeni yaklaşımlara dayandırılmıştır. Özel sektörün yıllardır yaptığı başarılı planlamalar kamuda da yer bulmuştur. Stratejik planlamanın kamu kurumlarında hayata geçirilmesi de bu yaklaşımlardan biridir. Bilgi ve iletişim teknolojilerinde yaşanan hızlı gelişme, küreselleşme, demokrasi ve katılımcılığın ön plana çıkması gibi gelişmeler neticesinde halkın kamu kurumlarından beklentileri de değişmiştir. Halk, belediyelerin özel sektörde olduğu gibi bilgi ve teknolojik kaynakları etkin kullanarak, uluslararası standartlara uyumlu, kaliteli hizmet vermesini beklemektedir. Belediyeler, halkın bu beklentisini başarılı bir strateji planlama ile karşılayabilir. Bu çalışma belediyelerde stratejik planlama süreci ile ilgili gelişmelerin ortaya konulması amacıyla hazırlanmış olup, süreç Çorlu Belediyesi stratejik planları örneği ele alınarak analiz edilmiştir. Yürütülen araştırma çerçevesinde belediyenin üç stratejik planı incelenmiş, belediye yönetimi ve çalışanlarıyla yapılan görüşmeler neticesinde plan süreci ile ilgili hem teorik hem de uygulama süreci açısından bir takım sonuçlara ulaşılmıştır. Elde edilen sonuçlar üç kısma ayrılmıştır. Bunlardan ilki belediyenin üç dönem hazırlamış olduğu stratejik planın karşılaştırılması, ikincisi 6360 sayılı Kanunun belediyenin üçüncü stratejik plan hazırlık süreci üzerindeki etkisi ve son olarak üçüncüsü ise stratejik planın başarısını doğrudan etkileyen mevzuat değişiklikleri ile ilgili tespit edilen bulgular ve önerilerdir. Keywords : Strategic Planning, Strategic Plans in Municipalities, Metropolitan District Municipality, Çorlu Municipality ABSTRACT THE STRATEGIC PLANNING PROCESS IN MUNICIPALITIES: A COMPARATIVE CASE STUDY OF ÇORLU MUNICIPALITY STRATEGIC PLANS The change in economic, social and institutional structure experinced in the recent years has also reflected to our country and public administration. In this respect a restructuring effort for more efficient use of public resources were initiated in public administration, and with the applied changes in legal regulations the management of public institutions, budgeting and service delivery were based on the new approach of strategic thinking, results-oriented and performance seeking manner. The succesfull planning of privat sector achieved through years has also found its place in publc administration.The strategic planning approach is one of these implementations. As a result of the fast progress ininformation and communication technologies, globalisation, the rising need for democracy and participation has caused the citizens’ expectations to change. The community is expecting a high quality service from the municipaliteis, as in privat sector with effective use of information technologies and compatible with international standards. Municipalities can meet these expectations with the implementation of successful strategic planning. This study is prepared to put forth the process of strategic planning in municipalities, as an example Çorlu Municipality strategic plan is analised. Within the frame of the research three strategic plans of the municipality are investigated. As a result of the interviews performed with the municipal management and employees, some results about the theoretical and practical aspects of the process were achieved. The obtained results were divided in three groups. The first group is covering the coparison of the prepared three annual strategic plans, the second is the effect of low number 6360 on the municipality’s third strategic plan preparation process, and the last group covers the symptoms and suggestions related to the changes made in legislation which directly affects the success of the plan municipality’s strategic plans.
