Özet:AVRUPA BİRLİĞİNE GİRİŞ SÜRECİNDE, DEMOKRATİKLEŞME VE ÇAĞDAŞLAŞMA BAĞLAMINDA HİZMET ÖNCESİ TÜRK POLİS EĞİTİMİNİN TEMATİK ANALİZİ Bu çalışmada özellikle günümüz değişen dünyasında gelişmiş ülkeler arasında üst sıralarda yerini almak için hızla çalışan ülkemizin önemli kurumlarında biri olan emniyet teşkilatı, diğer bir ifadeyle polis teşkilatı ele alınmıştır. Polisiye hizmetler tüm toplumun her an ihtiyaç duyduğu çok önemli bir hizmet alanıdır. Değişimin ve gelişimin en önemli ve öncelikli unsurunun eğitim olması nedeniyle genelde çalışma kapsamı polis teşkilatı olmakla birlikte özelde (spesifik olarak) polis eğitimi ele alınmıştır. Polis eğitimini iki bölümde incelemek mümkündür. Bunlardan birincisi hizmet öncesi, polisliğe hazırlayan mesleki eğitim ikincisi ise mesleki hizmet içi eğitim faaliyetleridir. Çalışmanın ilk bölümünde araştırmanın problem durumu, amacı, önemi, sınırlılıkları ve sayıltılar (varsayımlar) ile ilgili bilgilere yer verilmiştir. Çalışmanın amacını ortaya koyabilmek için eğitim kavramı ile çalışmaya başlanmış ve genel olarak eğitim ele alınmıştır. Daha sonra Türk Emniyet Teşkilatının idari yapısı incelenerek polis eğitim kurumlarının en önemli müşterisi konumunda olan polis teşkilatının ürettiği hizmet alanları incelenmiştir. Bu aşamada polis teşkilatının özellikle eğitim kurumlarından beklentisinin çok fazla olduğu görülmüştür. Emniyet teşkilatı performans değerlendirme sistemi oluşturma çalışmaları sürecinde çok fazla iş tanımıyla karşılaşılmıştır. Çok farklı işler ve iş tanımının bulunduğu bir teşkilatın personelini yetiştirecek olan kurumlardan her iş için yetişmiş personel istenmektedir. İkinci bölümde alan yazın (literatür) incelemesi yapılmıştır. Bu bölümde eğitim ve polislik kavramlarının incelenmesinden sonra Türk Polisi teşkilatının tarihi süreçteki değişimi ele alınmıştır. Polis okulları ve genel olarak bu okulların geçirdiği yapısal değişimler ele alınmıştır. Kıyaslamaların yapılabilmesi amacıyla gelişmiş bazı ülkelerin polis eğitim sistemleri incelenmiştir. Polis eğitim sisteminin günümüzdeki yapısı ayrıntılı olarak ortaya koyulmuştur. Üçüncü bölümde araştırmanın yöntemine ilişkin bilgiler verilmiştir. Dördüncü bölümde ise bulgular ayrıntılı olarak ele alınmıştır. Özellikle anket ve mülakat çalışmalarında elde edilen veriler incelenmiştir. Beşinci bölümde ise elde edilen bulgular ışığında genel değerlendirmeler yapılarak görüş ve önerileri ortaya konulmuştur. ABSTRACT THE THEMATİCAL ANALYSİS OF TURKİSH NATİONAL POLİCE EDUCATİON BEFORE ACTİVE SERVİCE İN TERMS OF DOMOCRATİZATİON AND MODERNİZATİON İN THE PROCESS OF FULL MEMBERSHİP OF EUROPEAN UNİON In this study, the Turkish National Police Agency, one of the most important agencies in our country which tries to take place among the top developed countries in today’s chaning World, is examined. Police services are an area of very important services that the whole community needs at any time. Because the most important and priority factor of the elements of the change and development is education, this study examines Turkish National Police Agency in a general scope and police education in specific. İt is possible to study police education in two parts. The first part is the pre-service phase that covers preparation for the profession, and the second part is the inservice education and training. The first chapter of this study covers informaiton about the status of research problem, purpose, importance, limitaitons and hypotesis. In order to explain the aim of the study, this dissertation starts with the term education, then education is addressed in general. The administrative structure of the Turkish National Police is reviewed along with customers of the police training institutions which are the products of police agencies service areas. At this stage, it should be mentioned that the expectation of the Turkish National Police Agency is very high from the police training institutions. Well-trained staff is demanded from these instutions for each area of service where there are ten thousand different terms of references are existent for these services. The second chapter is the literature review. In this chapter, after reviweing the terms “policing” and “education”, the historical changes in the Turkish Naitonal Police thourghout this process is examined. Police vocational schools and the structural changes in these schools are addressed as well. In order to make comparisons, police training systems of some countries are reviewed. The today’s Turkish National Police educational system structure is examined in detail. The third chapter covers information about the research method of this study. Findings are analyzed in detail in the forth chapter.
